Taavi Kotka

Taavi Kotka is the Managing Partner at Delta3, an early-stage technology investment firm based in Tallinn, Estonia. Previously, he served as the Chief Information Officer and Chief Technology Officer for the Estonian Government from 2005 to 2013, where he spearheaded the e-Estonia initiative and developed the globally adopted X-Road data exchange platform. Throughout his extensive career, Kotka has co-founded more than 37 companies and currently oversees a Delta3 portfolio comprising over 50 startups. He recently launched a new artificial intelligence accelerator program in 2024 and addressed digital sovereignty at the 2023 World Economic Forum. He holds Master of Science and Bachelor of Science engineering degrees in information technology and has collaborated with enterprise cybersecurity firms like Skytem. His current professional focus centers on accelerating frontier technologies across artificial intelligence, blockchain, and national digital identity infrastructure.
