Scott Kupor is the Director of the Office of Personnel Management, where he is responsible for overseeing the elimination of nearly 300,000 federal jobs. Prior to this government appointment in 2025, he served as the first employee and Managing Partner at Andreessen Horowitz, scaling the venture capital firm from three employees and $300 million in assets under management to over 150 employees and $35 billion. His earlier career includes serving as Vice President and General Manager of SaaS at Hewlett Packard, following its acquisition of Opsware, where he held multiple executive positions from 2000 to 2007. He earned degrees in public policy and law from Stanford University and authored the book Secrets of Sand Hill Road. Kupor leverages his extensive background in venture capital operations and corporate scaling to execute major organizational restructuring within the federal government.
